The Business Ombudsman met with entrepreneurs of the South-Kazakhstan region

The meeting of the Business Ombudsman and regional entrepreneurs began with a discussion of the region's position in the rating "Business climate", the level of corruption and the shadow economy in the region.

Thus, according to the independent rating "Business climate", the South Kazakhstan region takes the 1st place - for financial resources, 3rd place - for the administrative regulation and state support, 9th place - for real estate and infrastructure, 8th place - for the human resources. In general, the business environment of the South-Kazakhstan region has improved its performance by four positions, moving from 10th place to 6^th place.

Within the frames of the rating "Business climate" was also assessed the level of corruption through the eyes of entrepreneurs.

"According to this indicator, the South Kazakhstan region is on the 9th place on the highest level of corruption", - said director of the department of public monitoring and work with  administrative barriers of NCE RK "Atameken" Erbol Ustemirov

At the same time the respondents believe that the most corrupt bodies in the South Kazakhstan region are: sanitary-epidemiological service (18, 4%), the tax authorities (17.8) and local executive bodies (16%). According to the respondents, the greatest pressure from the state bodies experience entrepreneurs, engaged in the construction and processing industries.

The Business Ombudsman discussed with the local business community the problems of regional business related to pseudo-entrepreneurship, cotton tariff, obtaining investment preferences and non-payment of subsidies. In addition, they considered problematic issues that arise in the field of public procurement and subsoil use.

According to the analysis of appeals of RCE of SKR, the major part of business problems is related to tax administration, public procurement, land relations, construction, architecture and urban planning, licensing procedures, etc. The business community had many questions about the state’s participation in business activity.

The Commissioner for the Protection of the Rights of Entrepreneurs of Kazakhstan Bolat Palymbetov noted that the interaction between business and government is one of the most important factors of sustainable development of the country. Therefore, you need to enable entrepreneurs to do business and if you can’t help - do not bother.

In total NCE has developed and proposed more than 1,100 amendments to existing legislation, 850 of which were approved. With the participation of NCE was prepared a series of laws, which allowed to reduce significantly administrative barriers and to solve business problems.

At the local level, the Chamber of Entrepreneurs of South Kazakhstan region during 2015-2016 protected the rights of 376 businesses and helped to save entrepreneurs more than 1.8 billion tenge.

The Business Ombudsman, after listening to the problems of representatives of business circles of the region, said that the institution of the Business Ombudsman has wide powers in interaction between the state and business. And it should ensure stable growth of business activity.

"Business Ombudsman is, of course, first of all, - protection of entrepreneurs from unlawful actions, but at the same time, we would like to see the relations between the state and business to become a source of economic development and solution of social problems", - said the Business Ombudsman.

The meeting was held in the format of an open dialogue with the business. The peculiarity of the meetings was that questions, suggestions and specific requests of business were reviewed and studied in detail. It was followed by the personal reception of entrepreneurs.
