Small industrial zones with ready infrastructure are being created in the Pavlodar region, inbusiness.kz reports.

Ekibastuz plans to become the first city in the country that will open a small industrial zone. A building has already been chosen where 24 representatives of microbusinesses can be accommodated. According to the information of the head of the department of business of Akimat of Ekibastuz Medet Shokanov, the building is empty since summer, now it is necessary to transfer it from regional balance.

"Some variants of transfer of premises to business are studied: whether it will be a gratuitous basis or a small price. In new business, it is impossible to approach all businessmen with one standard, and flexibility is necessary. We are pioneers in this business, so we are learning," the official said.

According to him, the criteria for business participation in this project are developed by local authorities. For example, when the business expands and becomes closely related to the square meters, the entrepreneur will have to look for new premises. Leaving the small industrial zone will also be the enterprises that have changed the category of business - the transition from small to medium.

There will also be requirements for tenants of premises - creation of jobs, absence of tax arrears and, finally, it is impossible to suspend their activities even for a month.

Rural business

In the May district, a business site has also been set aside in the building of the college. According to Adlet Syzdykbaev, Deputy Akim of the May district for Economic Affairs, there is a real working business - furniture manufacturer in the region, which is forced to do it at home today.

"Business in rural areas needs free space. However, our entrepreneurs work more in agriculture, in particular in cattle breeding. We do not have such premises. And in general, there is not much choice in terms of free buildings in rural areas," the official said.

They are developing their mechanism for renting premises by businesses.

"The law implies a flexible mechanism for determining the cost of the rent. The special commission will deal with this and other issues. We have to correctly assess the opportunities, prospects, trade turnover," the deputy Akim of the district said.

The possibility of opening a small industrial zone in Irtyshsk district of the region is being studied. So far, local authorities have been looking at potential facilities that can be given to the business.

Pilot project

The creation of small industrial zones in the region began to be discussed at the beginning of the year when the concept of the law "Small Industrial Zone" appeared. It was planned to open 12 small zones in the region within a year, which, according to the Akim of the Pavlodar region Bulat Bakauov, should become a center of gravity.

The main task of the local authorities is to create favorable conditions for the development of entrepreneurship and the growth of the economic activity of small and medium businesses. Placement of SME objects on the sites of small industrial zones should reduce the costs of construction of buildings and construction of engineering and communication infrastructure for entrepreneurs. As a result, we will stimulate business development.

The pilot project should start in Ekibastuz by the end of the year and then it is planned to launch such projects in other districts of the region.
