The Business Ombudsman of the Republic of Kazakhstan Tackled the Problems of Tenants of School Canteens

The National Chamber of Entrepreneurs “Atameken” initiates an appeal to the Government of the country on the introduction of benefits for PPP participants to compensate for losses in the amount of 50% of the project cost.

The Chairman of the Presidium of the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken,” Timur Kulibayev, met by videoconference with the new composition of the regional council of the East Kazakhstan region, Business Ombudsman, Rustam Zhursunov, and Director of the Department of Legal Protection of Entrepreneurs, Shygys Temir, joined in solving the problems of the region, Ustinka LIVE correspondent reports.

The problem related to the implementation of the mechanism of public-private partnership was presented by the Chairman of the Association of Business Trainers of the East Kazakhstan region, Ramil Yegizbaev. Given the transition of the majority of schoolchildren to distance learning, the private partners involved in the PPP to modernize and maintain school canteens are out of work. Considerable funds of entrepreneurs have been invested in technical re-equipment and capital repairs of canteens - on average, from 10 to 47 million tenge. Now entrepreneurs are faced with a downtime problem that has plunged them into a difficult financial situation.

“As of August 25, 67 projects for the modernization and maintenance of school canteens are being implemented in the region within the framework of PPP for a total of 1 billion 670 million tenge,” Ramil Yegizbayev cited statistical data.

He proposed to amend the Order of the Chairman of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market dated June 15, 2020 No. 251 “On additional measures to support small and medium-sized businesses” in terms of extending the deferral of payments under bank loan and (or) microcredit agreements until the end of 2020 of the year. Also, entrepreneurs of the region consider it necessary to introduce additional benefits for the PPP participants to compensate for losses in the amount of 50% of the total project cost.
