Uzbekistan intends to buy Kazakh oil

Negotiation on supply 2 million tonnes of oil per year to Uzbekistan is underway, LS reports.

Kazakhstan plans to export 2 million tonnes of oil per year to Uzbekistan. This was announced by Energy minister Kanat Bozumbayev, LS reports.

Mazhilis ratified the agreement between Kazakhstan and Uzbekistan on energy issues. The document suggests the export of oil and gas to Uzbekistan.

According to minister, Russia is currently considering the issue of supplying oil to Uzbekistan in the amount of up to 1 million tonnes per year. Russia will transit oil through the territory of Kazakhstan.

"Russia has already implemented test deliveries of oil transit through the territory of Kazakhstan:  68 thousand tonnes of oil in 2017, about 36 thousand tonnes of oil in 2018. In general, Uzbekistan is interested in purchasing up to 5 million tonnes of oil per year, including 2 million tonnes from Kazakhstan and 3 million tonnes from Russia. The option of supplying 5 million tonnes only from Kazakhstan is also being considered, but this requires significant investments in the transport infrastructure," Kanat Bozumbayev said.

According to him, it is necessary to expand the Tuymazy-Omsk-Novosibirsk-2 pipeline from the current 11 million tonnes up to 17.5 million tonnes per year. In addition, it is necessary to allocate 70.6 million USD for reconstruction of the Trudovoe oil pumping station in the Karaganda region.

"It is also necessary to increase the capacity of the Kenkiyak-Atyrau oil pipeline to transport 8-12 million tons per year from the West Kazakhstan. Estimated investments - from  121.1 USD to 162.5 million USD. It is necessary to increase transport capacity of Kenkiyak-Kumkol oil pipeline   and the estimated investments will amount to  120-257 million USD, " minister said.

According to Bozumbayev, The estimated cost of the construction of a new oil pipeline that it will connect the south of Kazakhstan with Uzbekistan, will be 133.5 million USD. Its capacity will be up to 5 million tonnes per year.

"Considering the necessary investments, the tariff for transporting oil from Kazakhstan to Uzbekistan will be about 60 USD per tonne and the cost of oil transit from Russia will be about 38 USD per tonne. Supplies from Kazakhstan to Uzbekistan are possible only from fields of the western regions of Kazakhstan: Tengiz, Kashagan and Karachaganak," Bozumbayev said.
