On the instructions of the Head of State, Prime Minister Bakytzhan Sagintayev made a working trip to South Kazakhstan region, where he got acquainted with the implementation of the objectives of the address "The Third Modernization of Kazakhstan: Global Competitiveness", as well as the implementation of state programs.

The most important issues from the above topics were considered during a meeting on the development of tourism, entrepreneurship, employment and increasing labor mobility. Heads of government agencies, akimat of South Kazakhstan region, deputy akims of the regions, representatives of industry associations, directors of employment centers, representatives of NCE, non-governmental organizations and the media attended the event. The report on the development of tourism was made by the akim of South Kazakhstan region Zhanseit Tuimebayev.

Minister of National Economy Timur Suleimenov reported on the steps taken by the Government to develop entrepreneurship in the country. Minister of Labor and Social Protection Tamara Duisenova presented a report on measures to ensure employment and stimulate internal migration. Minister of Education and Science Yerlan Sagadiev spoke about the implementation of the social project "Serpin". Minister of Culture and Sports Arystanbek Mukhamediuly emphasized the existing challenges and prospects for development in the tourism sector.

The speeches were delivered at the meeting by Gulmira Akhberdieva, President of the Association for the Development of the Tourism Industry of South Kazakhstan, Deyan Keserovich, Coordinator for Central Asia of the United Nations Agency for Migration, Askar Sakipkereyev, Deputy Akim of North Kazakhstan Region, Nurymbet Saktaganov, First Deputy Mayor of East Kazakhstan region, and also a participant in the Program for the Development of Productive Employment and mass entrepreneurship, who moved from South Kazakhstan to North-Kazakhstan region, Serik Zhanaliev.

The participants exchanged views on the prospects of creating a single tourist project on the Great Silk Road and the advantages of labor mobility. During the meeting it was noted that in December of last year, on behalf of the Head of State, the Government adopted the Program for the Development of Productive Employment and Mass Entrepreneurship, the main emphasis was on mass training of the unemployed and self-employed population with professional skills in demand on the labor market. The program also covers issues of increasing labor mobility.

 In addition, the Concept of Migration Policy was adopted, aimed at updating internal migration, taking into account the current situation in the economic development of the regions.

With regard to the development and support of business, the Government holds special control over issues raised by the National Chamber at various venues, including during the Prime Minister's working trips to the regions of the country. They were included in the Register of Systematic Problems.

This register consists of 513 questions, 442 of which have already been resolved today, the remaining ones are being worked on. At the same time, one of the most promising areas of development was the tourism industry.

As you know, in the draft concept of its development until 2020 in the Republic of Kazakhstan, it is planned to create six tourist clusters. SKR is included in the cluster "Revival of the Great Silk Road". It includes such facilities as Turkestan, Otrar and Saryagash districts, the Aksu-Jabagly and Karatau reserves, the national national park Sayram Ugam.

It was stressed at the meeting that all the measures outlined are designed to create the necessary conditions for the development of the region's economic potential and will be implemented on a systematic basis. On the same day, Prime Minister Bakytzhan Sagintayev met with members of the Regional Council of NCE RK “Atameken”, where issues of small and medium business development in South Kazakhstan region were discussed.

During the meeting, they discussed the increase in the share of local content in public procurement, the modernization and construction of a new passenger terminal of the international airport in Shymkent, the restoration of the water supply system, subsidization in crop production, the removal of barriers to the export of domestic goods, concessional lending to the agro-industrial complex, the region's participation in the digitization of the economy, on the development of a new export policy.

Ablay Myrzakhmetov, Chairman of the Board of NCE RK “Atameken”, Mr. Ualikhan Ahmetov, Director General of LLP “Karlskrona LC AB”, Vladimir Denisov, President of JSC SCAT, and other business representatives spoke on these topics. The issues were commented on by the Minister of National Economy Timur Suleimenov, Vice Minister for Investments and Development Roman Sklyar, First Vice Minister of Agriculture Kairat Aytuganov, akim of the region Zhanseit Tuimebayev.

Summarizing the meeting, Bakytzhan Sagintayev noted that, in accordance with the President's Message "The Third Modernization of Kazakhstan: Global Competitiveness", the development of entrepreneurship is one of the key directions in the formation of a new model of economic growth in the country. In this regard, the Government, in close cooperation with NCE Atameken, is carrying out a comprehensive work to expand measures to support domestic business. At the same time, the business community has great prospects for participating in the digitization of the economy, increasing its productivity and quality of its products.

The Prime Minister was convinced of this by visiting a number of objects in the industrial zone "Ontustyk" in Shymkent, among them - the enterprise for the production of glass containers LLP “EuroCrystal” and the plant for the production of porcelain stoneware LLP “Zerde Keramika”.

For example, thanks to the products of EuroCristall plant, which was the first in the region to produce glass jars and bottles, there is a significant import substitution of such products, since its deliveries with a capacity of 60 million pieces a year are carried out exclusively by the domestic market.

In turn, LLP Zerde Keramika covers more than 40% of the country's total demand for ceramic granite. In addition, the plant sends some of its products for export to neighboring countries.

Note that in the industrial zone "Ontustyk", which has been in operation since 2010, 85 investment projects are being implemented in the amount of 55.8 billion tenge with the creation of 5,000 workplaces. Of these, 46 projects for the amount of 21.4 billion KZT have been realized so far, with the creation of more than 3 thousand jobs. Also, work is underway to create other industrial zones in the regions and cities of the region.

At the moment, 9 such zones with a total area of ​​699 hectares have been put into operation. In all, 173 investment projects worth 167 billion tenge are being implemented in all industrial zones of the region with the creation of 10,000 jobs.

It should be noted that the industrial zone offers investors ready infrastructure, the opportunity to buy or lease land below market value, a convenient logistics system, reduced tariffs for natural monopoly services and project support. The functioning of industrial and special economic zones creates favorable conditions for the transition from raw materials production to the production of quality, processed products in the country and the increase in non-primary exports. This is exactly the focus of the meeting with the head of government during the visit to the Shymkent oil refinery, where Bakytzhan Sagintayev got acquainted with the results of the first stage of modernization of production.

The Prime Minister inspected one of the production buildings of the enterprise, where gasoline is manufactured, which meets the standards of K-4, K-5 (Euro-4, Euro-5). Modernization of the Shymkent oil refinery started in 2011 as part of the State Program for Industrial and Innovative Development and includes two stages. In the summer of 2017, the first stage was completed. An isomerization unit for light gasoline fractions with a pre-hydrotreating unit was built at the enterprise. The sulfur production unit was commissioned, the diesel hydrotreating system was reconstructed. After the completion of the stage, the plant can produce high-octane gasolines and diesel fuel of ecological classes K4, K5. The second stage of modernization should be completed in 2018.

It should be noted that at present Shymkent refinery produces 30% of the total current volume of oil products produced by three Kazakhstan refineries. This is the only oil refinery located in the south of Kazakhstan, in the most densely populated part of the republic.

Given the favorable geographical location and high technical capabilities, the enterprise has a wide field for deliveries to the domestic and foreign markets. The processing capacity of the Shymkent oil refinery is 5.25 million tons of oil per year. The assortment includes various grades of gasoline (AI-80, AI-92 and AI-96), diesel fuel, aviation kerosene, liquefied gas, vacuum gas oil, mazut and sulfur.

It is also worth noting that at present, according to the Message of the Head of State, the Government is working on the formation of a new model of economic growth, which should give impetus to the development of traditional basic industries, including the oil and gas sector. Now the Government together with business is working on a plan of complex measures for the technological re-equipment of basic industries until 2025.

During a working trip to SKR, Bakytzhan Sagintayev visited the ancient city of Turkestan. Here the head of the Government visited the bakery "Iasi-Nan", the products of which are delivered to all districts of the region.

The head of the company LLP "Ak zhol" Sabyr Atayev demonstrated to the Prime Minister production workshops, talked about the current activities of the plant and prospects for its modernization.

Bakytzhan Sagintayev visited a number of social infrastructure facilities in Turkestan, including the International Kazakh-Turkish University named after Yasavi, the micro district "Otyrar", built in the framework of "Nurly Zher" program, the regional perinatal center No. 4.
